Whether it's one of our off-the-shelf products or one tailored specifically for your own needs, we can provide an MOT Quality Management and Assessment service that helps your business exceed minimum standards expected by DVSA.
As an absolute minimum, our assessments cover all of the items that would normally be checked by DVSA during a routine site assessment (often in more detail) and include a Tester quality check. The Tester quality check is usually by observation of a live MOT Test as doing this also enables us to more accurately assess the operation and functionality of test equipment. However, it can also be done by re-examination of a recently tested vehicle.
We find that Tester quality checks carried out this way, by a neutral and independent person result in more meaningful and accurate observations being recorded.
Assessment findings are reviewed with the VTS representative at the end of each assessment visit and is backed-up by the provision of a detailed assessment report, listing our findings and any recommendations made. All of our reports are confidential and are not shared with any other party without your instruction or permission to do so.
An MOT Tester quality check is an integral part of our MOT Quality Management programme. However, and for various reasons, there may be occasions where there is a need for a Tester or Testers to be checked at intervals that differ from a Vehicle Testing Station's normal Tester QC regime. That could (for example) be if there are concerns over a particular Tester's pass/fail rates, if there is a need for a new, or newly qualified Tester to be quality checked, or you just want an occasional independent and unbiased assessment of testing practices at your Vehicle Testing Station.
DVSA also stipulate that Testers should be quality checked at approximately two-monthly intervals, and that records of those checks are maintained.
Busy workloads and in many cases, the shortage of skilled staff, makes it increasingly difficult for Authorised Examiners (AE's) to fulfil that obligation.
MOT Logic can provide Tester Assessment Services, either as a one-off exercise or to remove the burden from AE's by delivering a regular and cost-effective Tester QC programme.
Our Tester QC checks are carried out by a qualified MOT Tester who, like every other Tester, has to comply with DVSA's Annual Training & Assessment requirements.
MOT Test Logs provide an invaluable amount of information for Authorised Examiners (AE's) and can help identify many causes for concern, even when everything seems to be in order on the workshop floor.
Viewed as a CSV file or Spreadsheet document, the Test Log provides significantly more detail than can be viewed on the MOT Testing Service and can give AE's the information needed to tackle major issues before they, and the prospect of disciplinary action are brought to their attention by DVSA.
We regard the regular and detailed analysis of Test Logs to be an essential function for MOT Managers. However, and like many other tasks, they simply don't have the time, resources or inclination to do it.
Emission Test Records, whether printed or saved electronically, also provide much more information than simply confirming whether or not a vehicle passed or failed an emission test, although they often need to be viewed in conjunction with Test Logs to reveal the full extent of any irregularities.
MOT Logic can provide detailed Test Log and Emission Test Record analysis, either as a one-off exercise or as a regular on-going service.
The MOT Testing Service allows Authorised Examiners to assign an AEC (Authorised Examiner Consultant) role to a trusted person. It's a 'view only' role that enables that person to access critical information about your Vehicle Testing Station, such as: Test Logs, pass/fail rates, Test Quality Information and Annual Training progress etc. - all without the ability to make any changes or to cause any harm.
Whilst much of this should be included in an effective MOT Quality Management programme assessment, there may be occasions where regular visits are not needed, but you would still like or benefit from the reassurance of knowing that everything is in order.
This work can be done without the need to be on-site, meaning that disruption (if any) to the day-to-day running of your business is kept to an absolute minimum.
MOT Logic can fulfil that consultant role and can provide remote monitoring, assessment and reporting services at a level or frequency that suits your own needs.
Being responsible for ensuring that MOT Scheme standards are adhered to, there are often situations where DVSA find it necessary to consider taking disciplinary action against MOT Testers and Authorised Examiners. That action, as detailed in the MOT Testing Guide, can result in the allocation of disciplinary points, and in the most severe cases, loss of Authorisation to test or even prosecution.
When receiving notice of contemplated disciplinary action, Authorised Examiners and Testers are normally given 15 working days to submit written representations to DVSA. Effectively, this is your opportunity to present your argument to DVSA.
DVSA do have a considerable amount of discretion when determining the final outcome in disciplinary cases, and the most effective time to encourage or persuade DVSA to exercise that discretion is when they are considering representations submitted by, or on behalf of Testers or Authorised Examiners.
Carefully crafted representations can present a considered response to DVSA’s observations, can challenge those observations when there is opportunity to do so, and can advise of measures that have been put in place to address any shortcomings found. It is also your opportunity to reassure DVSA over future testing standards in cases where they might justifiably be considering cessation as an option.
Whilst we can never guarantee what the final outcome might be, our consultant has a proven track record of submitting representations that achieve penalties less severe than those detailed in the MOT Testing Guide.
